ADC Rejects ICPC Report On ‘Fake’ PFIPC.

Abuja Saturday, August 8, 2026

The African Democratic Congress, ADC, has dismissed the interim report of the *Independent Corrupt Practices and Other Related Offences Commission, ICPC*, on the alleged fraudulent *Presidential Foreign Intervention Promotion Council, PFIPC*, describing it as “predictable and inadequate.

”In a statement issued on Saturday and signed by its National Publicity Secretary, Mallam Bolaji Abdullahi, the opposition party accused the Federal Government of focusing more on managing the political fallout than on conducting a thorough investigation.

The ADC said the ICPC report failed to answer critical questions on how an organisation now described as fictitious secured federal office space, had civil servants deployed to it, received official vehicles and security, and was allocated N1.3 billion in the 2026 federal budget.“WHAT HAS HAPPENED IS A NATIONAL DISGRACE IN THE FULL GLARE OF THE ENTIRE WORLD.

No serious government should be satisfied with identifying one culprit for prosecution,” the party stated.*Questions Over Government Approvals* According to the ADC, the commission’s findings appear to concentrate on an individual instead of the officials and institutions that allegedly enabled the agency to operate within government structures.

“What Nigerians expected was an investigation into how a ‘fictitious agency’ managed to obtain all authorisations and institutional support required to operate as a legitimate government agency,” the statement said.

The party asked how the alleged mastermind, Adeyemi, could independently secure accommodation at the Federal Secretariat, get civil servants deployed, obtain official vehicles with customised number plates, and access armed security without legitimate approval. The ADC argued that these gaps point to serious weaknesses in government verification and oversight systems.

More Alleged Fake Agencies The party also raised concerns over ICPC’s disclosure that two additional fictitious organisations linked to Adeyemi had been uncovered.“If an investigation into one fake government agency leads investigators to two more, then the obvious question is no longer merely how one individual perpetrated an elaborate fraud.

The question is how has this administration operated that made such systemic criminality possible? the ADC queried. On the alleged forged appointment letter bearing the signature of the President’s Chief of Staff, the party said proving the document was forged does not explain how the deception passed through multiple government layers.

N1.3bn Budget Query The ADC identified the N1.3 billion budgetary provision* as a major issue requiring clarification. It noted that budget allocations go through proposals, approvals, documentation and audit trails. The party urged investigators to establish who proposed the allocation, who processed it, and how an agency the Presidency says never existed appeared in the Appropriation Act.

It added that the National Assembly has commenced its own investigation into how PFIPC was included in the budget.

“To prosecute Mr. Adeyemi without answering these questions would be to punish the man who entered through the window while refusing to ask who left the doors open,” the ADC said.ADC’s Demands*The party called for the immediate publication of the full ICPC interim report and demanded that any public official whose actions or negligence gave the alleged fictitious organisations official legitimacy should be identified and held accountable.

“Anything short of this, this so-called investigation, will remain what it presently appears to be: an exercise designed less to discover the truth than to contain the historic embarrassment,” the statement concluded. The ADC insisted Nigerians are not asking government to manufacture culprits, but to “follow the evidence wherever it leads.
